PRESENTATION

Why is EC product certification performed?
In order to remove technical barriers to trade on the Community market, a series of measures have been initiated to improve European legislation, safety mechanisms and procedures and product quality assurance.

In this context, a new policy on EC product certification has been developed in EU countries, the main purpose of which is to ensure overall consistency in the conformity assessment of products and services, both in the area covered by European Directives and in the non-regulated area.
The basic idea of the European "New Order" in legislative terms is that manufacturers, importers and distributors of products on the Community market must demonstrate EC conformity with the essential requirements concerning the health, safety of users and environmental protection. These requirements are defined in the European "New Approach" technical harmonisation Directives.
In order to align with the principles and practices of the European Union, in Romania, EC certification of conformity of products is regulated by Ordinance No 20 of 18 August 2010 (*updated*) on the establishment of measures for the uniform application of European Union legislation harmonising the conditions for the marketing of products, and by specific technical regulations, by product category, laid down in several Government Decisions transposing specific European Directives.
According to the above regulations, products in the fields covered by the European Directives may be placed on the market and/or put into service only if they meet the health and safety requirements, if their conformity has been assessed and if they bear the CE conformity marking.
Conformity assessment with the Essential Health and Safety Requirements laid down in the European Directives is carried out by Certification Bodies notified by the European Commission.
The effective application of the principles and practices of the European Union with regard to the EC certification of products depends on the existence of a market economy assessment infrastructure, rules and links.
